Students’ Council – Framework and Guidelines

Building leadership, citizenship, and collaboration in our school community

Introduction

The Students’ Council is a vital platform for student representation, leadership development, and collaboration between learners, staff, and school management. It ensures that students’ voices are heard, while fostering responsibility, citizenship, and school spirit.

Constitution of the Students’ Council

The London College Students’ Council Constitution establishes the foundation for student governance.

Article I – Name

The official name is London College Student Council.

Article II – Aims and Functions

  • Develop citizenship, leadership, and respect for authority
  • Promote positive relationships between students, staff, and schools
  • Foster school spirit and loyalty
  • Organize student activities and ensure good conduct
  • Encourage self-discipline and problem-solving

Article III – Membership

  • Representatives elected from each form and subject area
  • Officers: President, Vice President, Secretary, Treasurer
  • Advisors: Staff Advisor, Principal Advisor, Parliamentarian

Article IV – Parliamentary Procedure

  • Weekly meetings (or more as needed)
  • Robert’s Rules of Order followed

National Guidelines (Circular No. 39 of 2006)

The Private Secondary Schools Authority issued directives for establishing Students’ Councils across institutions.

Composition

  • Representatives from each form in lower classes
  • Representatives by subject in upper classes (Science, Arts, Economics, etc.)
  • Members elected by peers for one school year

Objectives

  • Promote student participation and culture
  • Strengthen communication between students, staff, and management
  • Inform students of their rights and responsibilities
  • Collaborate with school leadership to solve problems

Role of Rectors and Advisors

  • Be open to constructive criticism and alternative viewpoints
  • Promote understanding among all school partners
  • Ensure meetings are recorded in the official Students’ Council Book
  • Submit the composition of the Council to the Private Secondary Schools Authority

The Students’ Council is more than a governing body, it is a training ground for leadership, citizenship, and collaboration. By following both the school constitution and national guidelines, institutions ensure that student voices are respected and that councils operate with transparency, dignity, and purpose.
